A signing ceremony of power purchase agreement between Electric Power Generation Enterprise (EPGE), Ministry of Electricity and Energy (MOEE) and the Kyauk Phyu Electricity Power Co.,Ltd was held on 5th November, 2019 at 10:30 AM at Yadanar Hall , Ministry of Electricity and Energy, Office 27, Nay Pyi Taw.
H.E. U Win Khaing, Union Minister for Ministry of Electricity and Energy, Dr. Tun Naing , Deputy Minister for Energy sector, U Khin Maung Win, Deputy Minister for Electricity Sector, Permanent Secretary, Departmental Heads , Commercial Counsellor Mr. Tan Shu Fu from Embassy of the People's Republic of China to Myanmar , Mr. Sheng Yuming ၊ Mr. Jia Zhijie from Kyauk Phyu Electric Power Co.,Ltd , Dr. Sein Myint, chairman for Supreme Group of Companies and responsible persons were attended to this ceremony.
Firstly, H.E. Union Minister U Win Khaing said that it is increasing demand about 1000 MW because of the increasing electricity requirement year by year, so the notice to proceed for four projects that can totally generate 3111 MW was issued in January, 2018 as the long-term plan. Today, it is signing the power purchase agreement for Kyauk Phyu 135-MW Combined Cycle Power Plant which is one of the four projects. Because the long-term projects will take at least 3 years to generate electricity, it is implementing the seven projects that can generate 1166 MW to fulfill the increasing electricity demand in 2020 within a short time as the short-term project. Furthermore, it will continue by the short-term plan to fulfill about 1000 MW, the electricity requirement which will be needed more in 2021. It will be generated totally 961MW by finishing 3 projects which include 135 MW from the project that will be signed today and 826MW from other two projects out of the four projects that was issued the notice to proceed for the long term project starting in 2022, so it will be able to fulfill the national electricity requirement sustainably. It is co-operating the important infrastructure projects between Republic of the Union of Myanmar and People's Republic of China. Deep sea port was built in Madae Island, Kyauk Phyu, Rakhine State. Crude oil is being exported to China via Myanmar-China Crude Oil pipe line, Shwe offshore gas for national demand and China via Myanmar-China gas pipe line. In order to explore and produce oil and gas collaborated with China Company including other countries, the tasks of measuring and exploring are conducted at AD-1, AD-6 and AD-8. In the electricity sector, it is being generated and distributed electricity from Shwe Li (1) 400 MW, Chi Pwi Nge 99 MW and Thaketa CCGT 106 MW projects to national grid. The civil servants from Ministry of Electricity and Energy are being selected for the scholarship and sent to the People's Republic of China for doctorate and post graduate courses. Then, Commercial Counsellor Mr. Tan Shu Fu from Embassy of the People's Republic of China to Myanmar, Mr. Sheng Yuming from Kyauk Phyu Electric Power Company Limited and Dr. Sein Myint, chairman of Supreme Group of Companies expressed thanks for the agreement.
After that, U Than Naing Oo, Managing Director for Electric Power Generation Enterprise and Mr. Sheng Yuming from Kyauk Phyu Electric Power Co.,Ltd signed power purchase agreement and exchanged mutually. And then they took together the photo section.
This power plant is located in the area of Kyauk Phyu 230KV main substation, Kyauk Phyu Township, Kyauk Phyu District, Rakhine and will be implemented by Kyauk Phyu Electric Power Co.,Ltd, joint venture company for foreign investment with Independent Power Producer (IPP) and Build-Operate-Transfer (BOT). The total installed capacity of this power plant is 146 MW and 135 MW can be generated. According to the design, the generation per year is 1005 GWh. When the project is being implemented, it can be supplied the electricity demand not only to Rakhine State but also to national grid.
