Coordination Meeting on Dawei SEZ Comprehensive Development was held on 31st October in the Ministry of Electricity & Energy meeting hall in Naypyitaw and was headed by Dr.Tun Naing, Chairman of Dawei Special Economics Management Committee, attended DSEZ MC members and Board of Directors and representatives from FERD of Myanmar, NEDA of Thailand and JBIC, JICA and JETRO of Japan and officials. It was expressed by Chairman Dr.Tun Naing that he is much pleased to meet all of Board of Directors from SPV.
He mentioned that the after significant analysis and many discussions DSEZ MC is finalizing the form of Land Lease Agreement for the Initial Phase Projects which are to be in place between Italian-Thai Development Company Limited(ITD). This process is the most critical issues for the realization of Dawei SEZ Initial Phase Development.
Chairman added that ITD has outlined its business case and we have prepared the Land Lease Agreement and an approach to the Initial Phase Development based on ITD’s proposal, being careful to ensure that the project is in line with international practice and the public interest. Initial Phase Land Lease Agreement Contract will be sent soon as per international practices after having discussed and finalized it taking one year’s time.
It is stressed on the need of giving much supports of SPV to make the project successful since SPV is a company as it is formed for the purpose of promoting and developing DSEZ. As for another factor of importance Governments of Myanmar, Japan and Thailand need to participate with joint collaborative and energetic efforts to make the project tangible on the ground and the SPV needs to open its office in Myanmar to effectively make the project successful.
Afterwards, Mr. Fumio Suzuki, Director General, New Energy and Power Finance Department II, JBIC and Chairman of SPV discussed on the SPV’s activities being carried out, changes of Board of Directors, and the way forward. Then there were discussions made and queries raised by the members of the DSEZ MC. It was coordinated to convene the next meeting in early 2019.
