According to the Economic Policy, in order to enhance the private sector, Myanma Petrochemical Enterprise(MPE), Ministry of Electricity and Energy from the Republic of the Union of Myanmar and Yadanasu Co., Ltd, a national private company had signed a contract in 25.10.2017 for long-term leasing the existing No.(2) Liquefied Petroleum Gas Plant (NyaugDon) and No.(3) Liquefied Petroleum Gas Plant (KyunChaung) with (4) no. of Liquefied Petroleum Gas Shops at Yangon and Mawbi for LPG production and distribution. In this contract, after No.(3) Liquefied Petroleum Gas Plant (KyunChaung), a temporary shut-down plant because of shotage of Natural Gas has been moved and installed on land area of MPE at near No.(2) Liquefied Petroleum Gas Plant (NyaugDon), and then it will continute to produce LPG. The period for leasing is 30 years. Yadanasu Co., Ltd will carry out the LPG production and distribution by using both Existing LPG Plants and (4) no. of LPG shops and will encourage to enable LPG to be widely and effectively used as for cooking-fuel instead of firewood because of being clean fuel with the aim of decreasing the environmental pollution and preventing deforestation.
No.1 Refinery (Thanlyin) is located near Thanlyin City. The Refinery has three Crude Oil Distillation Units (COD) units, one Coker plant (5,200 BPSD), one candle plant (1.5 tons/day), one SBP Plant (50,000 IG/day), one lube oil blending unit (25,000 MT/year). COD (A) had been constructed in 1955 and was decommissioned in 2005 because of unsafe condition. Only COD(B) and COD (C) are in running condition. Myanmar Liquefied Terminal (MLT) was constructed with the LPG storage capacity of 5,550 MT in 1985. No.1 Refinery (Thanlyin) previously processed only local crude oil and then processed imported crude oil starting from 1990. Instead of crude oil, condensate from Yetagun gas field has been processed since 2002. The products are Gasoline, Diesel, ATF( Aviation Turbine Fuel) and SBP(Special Boiling Point). Currently, No.1 Refinery (Thanlyin) has been shut down in order to review the production capacity and profit. The information of COD(B) and COD(C) are as follows:

No.2 Refinery (Chauk) is located at Chauk City, Magway Region and was built by FosterWheeler, England in 1954 and it has Atmospheric Distillation Tower, Vacuum Tower and wax plants. It processed only local crude oil and design Capacity is 6,000 BPSD but today running capacity is 2,285 BPSD. The products are Gasoline, Kerosene, Diesel, Raw of Wax, Fuel Oil (FO), and Blue Oil.
Petrochemical Complex (Thanbayarkan) is located near Thanbayarkan village at Minhla Township , Magway Region and was built in 1982 with design capacity of 25,000 BPSD by Mitsubishi Heavy Industry, and production was started in 1986. The products are LPG, Gasoline, Kerosene, ATF( Aviation Turbine Fuel), Diesel, Fuel Oil(FO), Pet Coke. Today running capacity is 8,600 BPSD (300,000 gallons per day).
Although Myanma Petrochemical Enterprise have five Urea Fertilizer factories, only three factories (No-1 Urea Fertilizer Factory, Sa-Le, No-4 Urea Fertilizer factory, Myaungdaga and No-5 Urea Fertilizer factory, Kangyidaunt ) are operating now and total current production capacity is 700 tons per day. The remaining two are temporary shut down because of the limitation of the natural gas availability. The information of five urea fertilizer factories under MPE is as follows:

Myanma Petrochemical Enterprise has three Liquefied Petroleum Gas Plants. No.(1) LPG Plant(Minbu) & No.(2) LPG Plant(NyaungDon) are in operation as well as after No.(3) LPG Plant(Kyunchaung) has moved and installed near No.(2) LPG Plant(NyaungDon), it will be continued to LPG production. Total current production capacity is LPG 30 Metric Tons and Naphtha 18 Metric Tons per day to supply local demand. The information of three LPG plants under MPE is as follows:
